Application of the Fixed IMSI Catcher System in Key Supervised Areas Such as Prisons

With the development of modern communication technology, mobile phones have been widely popularized. While mobile communication brings convenience to people, it also poses new challenges to communication security work. There have been successive cases of illegal mobile phone use in specific locations, such as using mobile phones for wiretapping, information leakage, and other illegal activities.

Based on the functions of the Fixed IMSI Catcher, we have flexibly applied it to develop the Intelligent Mobile Phone Control System. This system adopts a proactive solution: by simulating 2G/3G/4G/5G base station signals from various operators, it automatically collects the characteristics (IMSI/IMEI) of mobile phone users passing through or staying within the equipment's coverage area, and realizes functions including mobile phone signal detection and identification, alarm for the presence of illegal mobile phones, communication control, blacklist and whitelist management, and mobile phone location search.

Different from the jammers available on the market, this system takes the communication base station as the core terminal (fixed mobile phone signal control equipment), conducts AI data analysis through the intelligent mobile phone control platform, and is supplemented by portable mobile phone signal control equipment, so as to fully meet the mobile phone control needs of prisons.

System Architecture

The Intelligent Mobile Phone Control System consists of front-end control devices and a back-end software platform. The front-end control devices collect IMSI/IMEI data of mobile phones through wireless signal induction and transmit the data to the back-end software platform via wired transmission. The back-end software platform is located in the monitoring center, responsible for the storage, display, and analysis of relevant information, and providing relevant services for users.   • Detection and Identification

    It instantly identifies mobile communication terminals in key control areas, collects their characteristic information such as IMSI, and triggers early warnings in the back-end system.

  • Blacklist and Whitelist Function

    It conducts intelligent control on mobile phone users within the coverage area based on blacklist and whitelist policies. Whitelisted users (legal mobile phone users) will not trigger warnings, while when blacklisted users (illegal mobile phone users) enter the control area, their IMSI information will be displayed and an early warning will be triggered.

  • Mobile Phone Positioning

    Through the early warning information of the platform, the approximate area where the illegal mobile phone is hidden can be determined. Portable equipment is used for accurate positioning of the target mobile phone, with a positioning accuracy of less than 1 meter.

The system has been gradually applied in key supervised areas such as prisons. Its efficient capabilities in data collection, analysis, early warning, and communication shielding can effectively prevent information leakage and regulate discipline. In the future, we will develop more data application models to extend the application of Fixed IMSI Catcher to more scenarios.
